摘要
学科生长机理包括学科基因、生长空间、生长点和生长路径,由学科他律和自律形成的张力推动。通过比较分析发现,学科生长机理在我国公共管理学科发展中衍生出来的特性与现有公共管理学科生长机理的生长空间模糊不清晰、生长点嫁接式交叉、生长路径学科路径依赖性、学科基因摇摆不定等特性密切相关。这些特性集中表现为身份危机,其实是学科基因焦虑。解决这些问题的关键是回归正确的公共管理学科生长机理,其中最重要的是坚持约束性组织技术效率的学科基因,只有这样,公共管理学科才能形成逻辑一贯的演化体系。
The mechanism of discipline growth consists of discipline gene,growing space,growing points and growing path.It is driven by the tension coming from discipline heteronomy and self- discipline.Through a comparative analysis,we find that the derivative traits of the mechanism of discipline growth in public management in China are closely related to these features existing in today's public management,such as growing space is not clear,growing points are grafting cross,growing path is the dependence of the discipline path,discipline gene is unstable.These features bring the identity crisis of public management,which is,in fact,discipline genetic anxiety.The key to solve these problems is to return to the real mechanism of public management growth.And the most important is following this discipline gene:binding organizational and technical efficiency.Only in this way,can public management form a logically coherent evolution system.
