摘要
水利工程长期以政府为主组织设计、建设和管理,在吸引社会资本参与方面缺乏成熟的操作经验,加之有关方面对PPP的概念和内涵缺乏正确的认识和理解,实践过程中容易陷入几个误区,导致一些水利PPP项目难以有效落地。结合部分地区的实践案例,对水利吸引社会资本过程中容易出现的四个误区进行了辨析,并重点从转变政府职能、明确优惠措施、完善合作机制、加强监督管理等方面,提出了有关政策建议。
In China, the design, construction and operation of water projects have long been organized by government agencies. Little experience has been accumulated regarding attracting private investment in water project construction. There is a little knowledge on the concept and connotative meaning of Public-Private-Partnership （PPP） that has resulted in misunderstanding and difficulty of putting water-related PPP projects into operation. These misunderstandings have been easily appeared with involvement of private investment. Therefore it is suggested to transform government functions, issue preferential policies, perfect cooperative mechanism and reinforce supervision and management.
