政策对文化产业创新实践的激励及其审视——以云南省为例

文化产业本质上是知识经济,提升文化产业质量和效益的关键在于创新。实践证明,政策能够在文化产业创新中起积极引导的作用。本文在厘清文化与经济、政治的关系和文化产业创新内涵的基础上,概述了美国、英国、韩国的文化政策及其对文化产业创新实践的激励。本文基于问卷调查的方法,阐述了云南文化产业市场主体的概况及政策合意性与执行的有效性。研究表明:助力云南文化产业创新发展的政策支持力度仍显不足,有效的财税政策和金融市场支持政策仍难以惠及多数云南文化产业市场主体。本文认为,政策对文化产业的创新激励,应统筹考虑全面的政策供给、政策扶持全过程和政策扶持效果,以助推区域文化产业创新发展。

Cultural industry is in nature a kind of knowledge-based economy. Innovation is the key to boost and improve the quality and profits of the cultural industry. Practices have proven that government＇s initiatives and policies play a guiding role for the indus- try＇s innovative abilities. By investigating the relations of culture, economy and politics, and defining the connotations of cultural in- dustrial innovations, the author overviews respectively the cultural policies of U.S.A, Britain and Korea as well as their policiesI in- centives to innovations of their cultural industries. By the questionnaire survey method, the paper reviews the status quo of the cultur- al industry developments in Yunnan Province and the policy＇s desirability, and the effectiveness tLat the policy has been carried out as well. The study shows the following： the supporting measures driving the cultural industry developments in Yunnan remains weak; not all market players of the cultural industry in Yunnan can benefit from the finance and taxation initiatives and policies. The papers tentatively proposes that the provisions of broad-covering initiatives and policies, the whole process of policy supports, and result-ori- ented supports are to be taken into account to boost the regional innovative developments of the cultural industry.
