“互联网+”思维下农业科研院所外事信息系统建设——以广西农业科学院为例

Building Foreign Affairs Information System for Agricultural Institutes from the Perspective of Internet Plus Thinking——A Case Study of Guangxi Academy of Agricultural Sciences

信息化是推动农业科研院所国际化进程的必要路径,而农业科研院所加强"走出去"是自身发展壮大和扩大外部影响的基本需求。将"互联网+"思维融入农业科研国际合作发展中,创立农业科研单位外事信息系统,网络化链接参与国际合作的各个主体。广西农业科学院外事信息系统设计包括国际合作信息系统、因公出国人员管理系统、官网外事系统和官网英文版4个模块。外事信息系统将有效转变传统外事管理模式,并可有效搭建起标准化、智能化、科学化的科研外事公共服务平台和国际科技合作服务信息技术平台,塑造"互联网+"时代下农业科研单位现代立体的国际形象。

Information system construction is essential for pushing forward agricultural institutes to go global, which serves as a necessity for future development of agricultural institutes and expanding external influence. Introducing Internet Plus thinking to international cooperation in agricultural research and then launching foreign affairs information system for agricultural institutes can directly links every party involving in foreign cooperation via the internet. Foreign affairs information system package of Guangxi Academy of Agricultural Sciences includes four modules, which are international cooperation information system, personnel going aboard management system, foreign affairs regulation system for the official website and the English version of the official website. This whole system, crucial for creating a modem and three- dimensional international image in the Internet Plus age, can effectively transform traditional foreign affairs management mode and ultimately build a standard, intelligent and scientific public service platform and international scientific and technological collaboration information-sharing technology platform for agricultural institutes.
