摘要
PPP模式在我国公共服务领域得到了一定程度的应用和发展,但在老龄服务供给领域还处于初级发展阶段。PPP模式致力于营造公私合作的多元模式,是我国老龄服务业市场化改革的必然选择。老龄服务业务具有公益性、多样性与服务性等特点,同时,在我国老龄服务领域实行公私合作目前还存在一定的难点。因此,必须构建我国老龄服务PPP模式的制度体系,建立合理的价格与收费机制,完善老龄服务PPP模式的合作机制和项目评估体系。
The PPP mode in public service has got a degree in the field of application and development in China, but in the field of aging service supply is still in the primary stage of development. PPP model is committed to creating a diversified model of public-private partnerships, and is the inevitable choice of aging service market reform in China. Aging service business has the characteristics of public welfare, diversity and service. At the same time, there are still some difficulties in implementing public-private cooperation in the field of aging services in China. Therefore, we must build aging service PPP model system in China, establish a reasonable price and charging mechanism, improve the aging service PPP mode of cooperation mechanism and project evaluation system.
