Trade Barriers and Embedment in the Global Value Chain:Taking Antidumping Actions against China as an Example

使用对中国总贸易流量的完整分解方法,区分总产品出口、最终产品出口和中间产品出口,定量识别贸易伙伴反倾销对中国参与全球价值链所产生的效应,可以发现:在考察期内,反倾销会使相关行业总出口的国内增加值率降低4.5%—28.7%;使相关行业最终产品出口的国内增加值率降低3.4%—17%;使相关行业中间产品出口的国内增加值率降低1.2%—8.5%;反倾销措施还会使相关行业参与GVC地位指数下降8.2%—28.6%,使相关行业的上游度指数增加3.2%—13.7%。国外反倾销措施对中国各行业参与GVC及其地位的上升,产生了显著的负面影响。

We have carried out complete decomposition of China’s total trade flows,distinguishing among total merchandise exports,final product exports and intermediate product exports and quantitatively identifying the effect of trading partners’antidumping action on China’s participation in the global value chain.Our findings show that during the period under study,antidumping caused a 4.5%-28.7%decrease in the domestic value-added rate of the total exports of the relevant industries;a 3.4%-17%decrease in the domestic value-added rate of the final product exports of the relevant industries;and a 1.2%-8.5%decrease in the domestic value-added rate of the intermediate product exports of the relevant industries.Further,antidumping measures also caused an 8.2%-28.6%decrease in the status index of the relevant industries’participation in the global value chain,and a 3.2%-13.7%increase in the upstream index of related industries.Foreign antidumping measures have had a significant negative effect on Chinese industries’participation in the global value chain and their ability to move up the value chain.
