当前农民负担总体平稳,而村级组织负担呈现明显增加趋势。针对村级组织负担存在问题,提出了积极推进减轻农民负担的法规建设、取消村级组织公费订阅报刊、加强农民负担问题的研究和政策跟进、改革农村公益事业财政奖补制度、有效保障农民财产权利、认真查处涉及农民利益违规违纪问题以及积极建立健全和完善农民负担监管机制等对策建议。
