粮食安全视角下的中国海外耕地投资保障体系研究

China's Overseas Farmland Investment Supporting System: Perspective of Food Security

在全球经济高度融合的时代背景下,海外耕地投资已成为一些国家化解粮食安全、能源安全威胁,以及金融企业追求投资利润的重要举措。该问题不但引起了国际上农业研究人员的关注,而且也引起了一些国家政府的关注。随着中国农业"走出去"战略的深入推进,已有大批中国企业自发地参与到全球海外耕地投资潮流中。论文采用文献资料法和归纳演绎法对国际上主要国家的海外耕地投资活动及其保障措施进行分析后认为,中国应当从国家战略、政府服务和市场服务三个方面构建三位一体的海外耕地投资保障体系:(1)将海外耕地投资作为保障粮食安全的补充措施纳入国家粮食安全战略设计中,并以此为牵引谋划中国海外耕地投资的战略规划和政策宣示策略;(2)从国际规则制定、国际合作机制建立和政策扶持三个方面进一步完善中国海外耕地投资的政府支持体系;(3)从金融支持、商业保险和中介服务三个方面建立中国海外耕地投资的市场化服务体系。

Under the background of highly integration of the global economy, overseas farmland investment has been taken as an important measure to defuse food security and energy security threat, as well as a vital instrument for financial enterprises to pursue investment profits. Overseas farmland investment has aroused great attention of the international agricultural researchers and of a few state governments as well. With in-depth advancing of China＇ s agricultural ＂walking out strategy＂, a large number of Chinese companies have participated in overseas farmland investment spontaneously. This paper makes an analysis of main countries＇ overseas farmland investment activity and their supporting measures by adopting documentary material method as well as induction and deduction method. It is suggested that Chinese government should establish an overseas farmland investment supporting system by taken state strategy, governmental service and market service as a whole. Firstly, taking overseas farmland investment as a supplemental measure of national food security strategy planning in order to make China＇ s overseas farmland investment strategy and policy; secondly, further improving state supporting system of China＇ s overseas farmland investment from international rulemaking, international cooperation mechanism constructing and policy support; thirdly, establishing market service system of China＇ s overseas farmland investment from financial support, commercial insurance and intermediary service.
