农村基层民主选举背景下“两委”关系问题研究

A study on the "two committees" relationship under the background of rural grass-roots democratic elections

在农村基层民主选举背景下,阐述村党支部与村民委员会的关系,并结合客观实际,多角度、深层次对农村家族势力纷争主导的利益博弈、贿赂村民选举主导的利益纠葛、个人意志主导的权利异化等农村基层民主选举的不和谐现象进行原因探析,着重从4个方面探索化解途径:提高农村"两委"成员思想认识,构建农村利益管控机制;创新工作制度,转变工作方式;提高村民民主意识,推进民主监督;加强乡村文化交流,构建和谐"两委"关系。

Based on the background of rural grass-roots democratic elections, this paper elaborates the relationship between village Party branch and village committee. Combined with the actual situation, this paper makes an deep exploration on the reasons for benefit game dominated by dispute of rural family forces, interest disputes dominated by villager election bribes and right alienation dominated by personal will. In addition, this paper also explores ways to resolve the problems from four perspectives. Firstly, the ideological understanding of the rural ＂ two committees＂ members should be improved and the rural interests control mechanism should also be established. Secondly, working system needs to be innovated and ways of working should be changed. Thirdly, villagers＇ democratic consciousness should be improved, and democratic supervision should be promoted. Finally, the rural cultural exchange needs to be strengthened and harmonious ＂two committees＂ relationship needs to be constructed.
