摘要
城乡居民大病保险自2012年运行以来,对于解决"因病致贫、因病返贫"的问题起到一定的积极作用,但也存在筹资标准偏低且缺乏稳定性、多种道德风险难以约束、商业保险机构运营效率体现不明显、各项制度衔接不畅等问题。针对出现的问题,文章提出不单独筹资、建立多渠道可持续筹资机制、协调多方利益主体关系、深化双方合作方式、完善制度衔接政策等解决对策。
Since the major medical insurance for urban and rural residents established in 2012, it plays an active role in solving the issue to poverty due to illness. But there are also some problems, such as low financing standards and lack of stability, a variety of difficult-to-restrain moral hazard, low commercial insurance institutions operating efficiency, low system convergence, and so on. So we put forward corresponding countermeasures, such as no separate financing, creating multi-channel sustainable financing mechanisms, coordinating stakeholder relations, deepening bilateral cooperation, and improving system policy.
