A Sociological Analysis of Japanese Social Welfare System Reform and the Transformation of Social Governance

上世纪50~70年代,日本的社会保障和福利国家建设取得了显著进展。80年代以后,福利国家模式受到挑战。这一时期,人们围绕福利应由谁负责、怎么负责的问题,在政府、市场、居民、业者等之间开展了一场激烈的权力和智慧的博弈。本文从社会治理方式转型的角度出发,探讨了日本社会福利治理方式转变的决定机制及其社会转型的社会学意义,从中可以窥见一个人们所不熟悉的变革中的日本的真相。

The construction of national welfare system in Japan had achieved remarkable improvement during the period from 1950s to 1970s. Japan entered the period of welfare-state transformation after 1980s.Who should be responsible for welfare problem during the transformation period .9 How to take the responsibility for this problem ？ Contests of power and wisdom were carried out between government, market, residents, and business operators. This thesis will discuss crises of welfare system, the decisive factor for governance transformation and the significance of welfare-state transformation in Japan from the perspective, which focus on the relationship between national governance and system transformation. Then we can catch a glimpse of the truth of transformation in Japan that people don＇t know very well
