A method of defining the cell correlation in LTE networks was presented. The correlation is marked by the proportion based on the overlapping coverage and the priority of the neighbor cell is defined according to the correlation to implement the fine neighbor cell optimization. In addition, the method is used to determine the proportion of network and cell overlapping coverage to provide the improved user experience.
