Appearing in the form of Biennale, cultural art festival, regional redevelopment and other kinds of revival plan, cultural development has been viewed as potential power of driving economic development by many cities, areas and even the whole country. This article analyses the significance and the bottleneck of the development of Biennale by centering on the the project 'Shanghai Seed' of Shanghai Himalayas Art Museum, and discusses the goal of 'Shanghai Seed' as well as the project experimental, which aims to serve public interest, public participation and public culture by taking advantage of plural discipline.
