论中国古代循吏的施政特点——以清《平利县志》为考察对象

A Discussion of the Characteristics of Administration of Honest and Upright Officials in Ancient China ——With Pingli County Annals in the Qing Dynasty as an investigation object

循吏是中国古代士大夫阶层中的优秀代表,他们不仅在施政之道方面为其他官员树立了典范,而且在推行仁政德治、传播儒家文化方面也发挥了重要的、无可替代的作用。结合清《平利县志》所载职官治迹,将中国古代循吏的治政特点概括为四点：劝农事、新农技,以足衣食;恤民疾、惜民力,以安民生;兴文教、修学舍,以助文化;褒忠义、奖孝贞,以昭公义。

The honest and upright officials in ancient China, as excellent representatives of the lite- rati and officialdom stratum in ancient China, have not only set an example for other officials in admin- istrative principles, but also played an important and irreplaceable role for the implementation of benev- olent governance virtue and spread of Confucian culture. In combination with official＇ s deeds recorded in Pingli County Annals in the Qing Dynasty, this paper summarized the characteristics of administra- tion of honest and upright officials in ancient China in four aspects： encouraging agricultural produc- tion, innovating agricultural technology, insuring the sufficiency of food and clothing; sympathizing with the common people, using manpower and material sparingly, making the people live and work in peace and contentment; developing education, establishing schools, enhancing the level of culture; praising loyalty, rewarding filial piety and chastity so as to promote righteousness.
