中国与印度洋区域国家间气候变化公约合作机制研究

The 21 Century Maritime Silk Road and Regional Cooperation Mechanism on Climate Change among the “China + Indian Ocean Countries”

建设21世纪海上丝绸之路是我国在新的历史时期的重大国际战略部署,而要推动21世纪海上丝绸之路的发展,我国应积极建立中国与印度洋区域国家在非传统安全问题区域的合作机制。气候变化是印度洋非传统安全问题的重要议题之一,中国和印度洋区域国家在国际气候公约的谈判中既同属发展中国家阵营,又都是新兴经济体,同时也是排放大国,有着共同和接近的利益与立场。随着发达国家与发展中国家在应对气候变化问题上的分歧日益加剧,中国应该加强与印度洋区域国家在国际气候变化公约谈判中的沟通和理解,积极构建非传统安全问题的"中国+印度洋区域国家"新型区域合作机制,维护彼此在发展过程中的国家利益,从而与印度洋区域各国建立亲诚惠容的新型外交关系。

The 21 century maritime silk road is a major strategic for China to adapt to the new situation of economic globalization, and expand converging interests with other countries, is also an important measure to build a new system of economy. India Ocean region has a special strategic significance and value to promote the development of the 21 century Silk Road on the sea, China should actively develop the regional non -tra- ditional security issues cooperation mechanism. Climate change is one of the most important topics on non - traditional security issues of India ocean, China and the Indian ocean countries are both belong to the develo- ping world in the international climate convention negotiations, and are emerging economies, at the same time, are also the big emitters, have the shared views and common interest. As the rift grows between devel- oped and developing countries over the issue of climate change, China should strengthen the communication, understanding and the cooperation with the Indian ocean countries in the international climate change negotia- tions, establish the ＂China ＋ Indian ocean countries＂ as a new type of regional cooperation mechanism of non traditional security issues, maintain mutual national interests, thus to establish closer ties with the Indian o- cean countries.
