生态文明示范区建设评价指标体系研究

On the Evaluation Index System of Construction of Ecological Civilization Demonstration Zone

生态文明示范区建设评价指标体系在生态文明建设中具有重要引领作用。本文在分析生态文明示范区建设评价指标体系必要性的基础上,总结了国内代表性的省级、市级和县级等不同层面的评价指标体系,指出评价指标体系存在通用性差、指标权重不一、滞后性严重、社会效益不显著以及未涉及区域外部联系等问题,并针对这些问题提出了六个建议:建立统一适用的指标体系、注重指标的简约性及动态性、科学确定指标权重、选取区域外部联系指标,以期为我国生态文明建设提供参考资料和依据。

The evaluation index system of ecological civilization demonstration zone is an important reference and guidance for the construction of ecological civilization. Based on the analysis of the necessi- ty of the demonstration area of ecological civilization construction of the evaluation index system, this paper summarizes the domestic representative evaluation index system of different levels of province, city and county, and points out that the evaluation index system has some problems, for example： poor generality, imbalanced the index, poor social benefits and the lack of the regional external relations and so on, and put forwards six suggestions to solve these problems： the establishment of index system of unified application, focusing on simplicity and dynamic index, the scientific distribution of the index weight and index selection of regional linkages, in order to provide reference and basis for the construc- tion of ecological civilization in China.
