The Evolution of London Sustainable Development Approach in 21st century——Based on the Comparative Analysis of Four Editions of The London Plan

21世纪以来伦敦前后颁布了四版《伦敦规划》,可持续发展理念虽贯穿始终但实施路径发生了转变。本文首先梳理了四版规划编制的历史过程,然后通过"目标-机制"对比方法,剖析了前后两任市长可持续发展路径演变的背景、策略和内在逻辑,最后总结其演变特征及对我国当前可持续发展建设的启示。

London has enacted four editions of The London Plan since 21st century, although the concept of sustainable development went throughout them, but the implementation approach changed. This paper firstly summarizes the preparation and publishing history of four editions, then analyzes the background, strategy and Internal logic of the evolution through the ＂target-mechanism＂ method, and lastly reveals the evolution features and their enlightenment to China＇s sustainable development.
