Article sketches the development of rural planning policies in Taiwan, and discusses how Bacon plan trains local farmers; And it takes the case of Taomi community in Taiwan as an example, to explain the autonomous mode of rural planning in Taiwan through awareness of participation, the construction of rural cultural consensus, full reality of farmers＇ ability of participation and the deep participation in planning. It also puts forward relevant proposals on the planning of farmers＇ autonomous villages in mainland according to the experiences of rural construction in Taiwan.
