基于SBM与ML指数模型的中国大气环境效率研究

摘要 大气环境现状一直以来都得到公众的密切关注,大气环境效率是资源投入与经济产出和大气污染之间相互制约相互联系的度量结果。利用2010-2014年的面板数据,以SO排放量作为非期望产出,运用SBM模型与ML指数2模型对中国各省、各地区的大气环境效率与其动态变化趋势进行分析。结果发现中国大部分省份的大气环境是缺乏效率的,并且东部地区的大气环境效率最优,其次是东北地区,都高于全国平均水平,而西部地区最低。从动态趋势来看,中国各省的大气环境效率呈现下降的趋势,主要原因归结于技术效率的恶化,而技术进步率整体形势也不容乐观。 The present situation of atmospheric environment has been getting closely attention and its efficiency is the result related to the resource input and economic output and atmospheric pollution which are interlinked and mutually restricted. Using SO emissions as undesired 2output, this paper analyzed the atmospheric environment-efficiencies of different provinces and regions in China with the panel data from the year 2010 to 2014 by SBM and ML-index model. It concluded that atmospheric environment of most provinces were lack of efficiency, and the atmospheric environment- efficiency in eastern region was the maximum, which was superior to northeast region. Both of them were better than the average of China. Besides, the efficient of western regions was the worst. Chinese provinces presented the downward trend, for which was mainly due to the deterioration of technical efficiencies. However, technological progress rates were also not in optimistic situations.
