Cooperative Partner Selection for General Contracting Consortium with Projection Decision-making Method Based on IFHA Operator

为提供一种客观、有效的总承包联合体合作伙伴选择方法,保证总承包联合体的成功运作。以设计单位作为联合体牵头企业,建立总承包联合体合作伙伴选择指标体系;克服前人研究方法的缺点,从主观和客观两方面着手确定指标综合权重,利用IFHA(直觉模糊混合平均)算子确定指标主观权重,通过基于IFHA的熵权法确定指标客观权重,基于综合权重运用投影法进行联合体合作伙伴选择。经算例分析,验证了该决策模型的可行性,且有效降低了专家主观判断的不利影响,保证了决策过程的客观性和精确性。

To offer an objective and effective cooperative partner select method for the general contracting consortium to en-sure the success of it. The selection index system was established on the basis of the designing institution being the leader. The index weight was determined by considering both subjective and the objective weight to avoid the defects in former researches. The subjective index weight was determined with IFHA（ Intuitionistic fuzzy hybrid average） operator, and the objective index weight was determined with entropy method based on IFHA operator, the consortium partner was finally determined with the pro-jection decision - making method. A case study is given to illustrate the feasibility of the model,the selection method was proved applicable and to be objective by weakening the adverse effects of subjective evaluation with a case study.
