摘要
评标是招标人科学选择投标人的实现手段,不同类型的招标项目具有不同的特点,对于承包人的要求也不尽相同。文中比较分析了PPP等融资类项目、勘察设计等工程咨询类项目以及施工类项目的招标特点,总结其各自评标要素,创新提出差异化评标,最后得出各类项目的差异化评标基本原则汇总表,从而有助于工程项目科学选择中标人以及评标标准的实践制定。
The bid evaluation is the means to realize the bidder＇s scientific selection,and the different types of bidding projects have different characteristics. This paper compares and analyzes the characteristics of PPP financing project bidding,design engineering consulting and construction project survey,summed up their respective evaluation elements,innovation of evaluation,finally obtains the basic principles of various types of project evaluation summary tables,which contributes to the project scientific and practical evaluation of the winning bidder selection standards.
