摘要
本文结合地方政府行为,探讨创新因素在中国生产服务业内部自我强化机制中发挥的作用。研究发现:(1)国内创新活动对中国生产服务业的内部自我强化机制具有直接推动作用。但是,其直接推动作用对生产服务业不同行业具有差异性,即对传统生产服务业具有正效应,而对知识密集型生产服务业的推动效应不明显。(2)财政支出分权与创新程度的交互作用表明,中国财政支出分权总体上不利于生产服务业内部自我强化机制形成良性循环,尤其是知识密集型生产服务业更易受到地方政府财政支出行为的抑制。(3)地方政府产业偏好与创新程度的交互作用表明,地方政府对加工制作、组装为主的工业结构的偏好不利于整个经济的创新活动,阻碍了生产服务业内部自我强化机制的形成,这种阻碍作用在知识密集型生产服务业中表现得更为显著。
Combined with local government behaviors,this paper explores the role of innovation factors in the internal self-strengthening mechanism of the producer services in China. Conclusions are drawn as follows:( 1) Domestic innovation activities have a direct impetus to the internal self-strengthening mechanism of the producer services in China,but this direct driving effect on the different industries in the producer services is different. That is to say,it has positive effect on the traditional producer services,while it is not obvious to the driving effect on the knowledge-intensive producer services.( 2)The interactive effect of fiscal expenditure decentralization and innovation degree indicates that the fiscal expenditure decentralization in China is not conducive to the virtuous? circle of the internal selfstrengthening mechanism of the producer services. Especially,the knowledge-intensive producer services are more suppressed to the behavior of local governmental financial expenditure.( 3) The interactive effect of local government's industrial preference and innovation degree indicates that the preference of the local government for the processing and assembly of the industrial structure are not conducive to the whole economic innovation activities,and hinder the formation of self-strengthening mechanism of the producer services. The hindering effect is more significant in the knowledge-intensive producer services.
