南海经济圈的构建设想及海洋产业选择——来自国外及我国四大经济圈的启示

Construction Assumption and Marine Industry Choice of the Economic Circle of the South China Sea: the Inspiration from Foreign and China's Major Four Economic Circles

南海是我国海域最大、资源最丰富的海洋国土,经略南海的关键在于培育现代海洋产业,发展海洋经济。分析发达国家以及我国东部沿海四大经济圈(环渤海经济圈、长三角经济圈、海峡西岸经济圈和珠三角经济圈)的海洋产业发展经验,提出构建南海经济圈的设想。基于南海经济圈面向海洋、利用海洋和经营海洋的战略目标,以海南岛本岛、三沙市和实控的海洋国土为基地,规划后辐陆地、前辐海洋和国际的空间布局,海洋产业选择围绕智慧南海、海洋交通运输、海洋渔业以及海洋高新科技、海事和海洋科研教育等规划建设,形成相互依存、相互协同的产业关系。

The South China Sea is a part of Chinese land where the area is the largest and marine resource in China is the most abundant. The key to developing the South China Sea is to cultivate marine industry and develop marine economy. In this article the experience in developing maritime industry in the developed countries and the four major economic circles in the east coastal areas of China（ Bohai economic circle,the Yangtze River Delta economic circle,the economic circle of the west side of the Straits and the Pearl River Delta economic circle） has been analyzed and assumption has been put forward of constructing the economic circle in the South China Sea. A target is raised of facing the sea,making use of the ocean and administrating the ocean. This article also explores the development planning based on the proper island of Hainan,Sansha City and the marine territory under the control of China,the layout of backward,forward radiation and international territory. The choice of the marine industry is discussed by centering on the smart South China Sea,marine transportation,marine fisheries,marine high-tech and maritime affairs,marine education and scientific research so as to build the industrial relations of interdependence and mutual cooperation.
