法治政府评价指标体系构建——基于KPI视角

On the Construction of the Evaluation Index System of the Law-based Government——A Case Study from the Perspective of “KPI”

依法治国要求推进法治政府建设,指标体系的构建为衡量法治政府建设程度提供了理论指导,进而倒逼政府加快自身法治建设。在明确法治政府及法治政府评价指标体系概念的基础上,引用企业管理中经典的KPI关键绩效指标,结合十八届四中全会决议精神,为法治政府构建考核指标,能增强指标体系的实用性以及可操作性。

The rule of law entails the advancement of the building of the law-based government,and the construction of the index system provides theoretical guidance for the criterion of the law-based government building,which will in turn accelerates the building by the government itself. On the basis of the clarification of the concepts of the law-based government and the evaluation index system of the lawbased government,the classical concept of Key Performance Index（ KPI） in the business management field is drawn in the company of the analysis of the Resolution of the Forth Plenary Session of the Eighteenth CPC Central Committee, the evaluation index system for the law-based government is established,thus the practicality and applicability of the index system can be enhanced.
