县级生态公益林建立与保护的思考

Reflections on the Establishment and Conservation of the County-level Non-commercial Forests

本文结合旌德县实际情况,分析了建立县级公益林的背景、现状,提出县级生态公益林建设的对策和建议,同时也提出了建立森林生态效益补偿机制的设想。抓好县级公益林建设,充分发挥森林的多种功能,对于实现具有发达的生态经济、优美的生态环境、繁荣的生态文化、人与自然和谐相处的社会具有十分重要的意义。

In this paper,based on the practical situations of Jingde County,an analysis was made on the backgrounds and actualities for establishing the county-level non-commercial forests and some strategies and suggestions for the county-level non-commercial forest construction were put forward. Some ideas for establishing the ecological benefit compensation mechanism were presented at the same time. Making great efforts on the county-level non-commercial forest construction and giving full play to various functions of forests is of great significance in realizing a society with well-developed ecological economy,beautiful eco-environment,prosperous eco-culture and harmony between man and nature.
