积分管理制的户籍制度改革研讨——以上海市、青岛市为例

On Integral Management System in Household Registration System Reform:Taking Practice in Shanghai and Qingdao City as Examples

在中央稳妥推进户籍制度改革的总体要求下,各地户籍制度改革措施不一。上海、青岛等城市纷纷实施了积分管理制。积分管理制度在加强城市动态人口管理、缓解城市资源供给压力等方面发挥了重要的作用,但其本质同我国现行户籍制度一样,以居住证为载体,附加公共服务和社会福利。通过对上海和青岛市的积分管理制度的分析,可以看出户籍制度改革的本质及应该遵循一般规律的认识,为我国户籍制度改革提供理论参考。

Chinese government requires to promote the household registration system reform steadily,but different places adopt different measures.Cities like Shanghai,Qingdao,etc,have implemented the integral management system,which have played an important role in strengthening dynamic management of urban population and reducing the pressure on urban resources supply.But just as the other current household registration systems in China,the integral management system also uses residence permit as carrier and public services and social welfare as additions.The analysis of practice in Shanghai and Qingdao make us have an understanding of the essence and general pattern of household registration system reform,which provides theoretical reference for the reform in our country.
