浙江省农业水价综合改革路径研究

Investigate on Comprehensive Reform of Agricultural Water Price in Zhejiang

我国南方省份降水较为丰沛,一定程度困扰着农业水价综合改革.通过分析浙江省开展农业水价综合改革的难点,认为完善灌溉用水计量方法和开展水费核收是推进农业水价综合改革过程的关键.同时应采用"两减免两奖励"政策、"繁简适当"的工作措施破解改革难题,推动农业水价综合改革进行.

There is more plentiful precipitation in the southern provinces of China, which puzzles the comprehensive reform of agricultural water price. According to the practical situation of Zhejiang, the reform difficulties and significance for the agricultural water price were analyzed and discussed. During the reform, the irrigation measurement and water fee collection were the key problems. Therefore, the measures are presented to solve the problems and to promote the reform of agricultural water price, including the policy guidance for reduction and awarding, the working measures with good maneuverability, and definite implementation steps as well.
