摘要
在全面调查程海流域与水环境有关的自然、生态、社会、经济、水资源、污染源、污染治理、环境管理基础上,从坚守生态红线、水环境质量改善、总量控制、污染治理设施提质增效、环境污染风险防范、流域生态系统功能增强、提升监督管理能力方面解析了程海水环境保护和治理的重点与难点问题,提出程海流域保护治理的重点方向。
Based on the comprehensive investigation of natural resources, ecological conditions, social and econom-ic states, water resources, pollution sources, pollution control measures, and environmental management of the Chenghai Lake basin. The key points and difficulties of protecting Chenghai Lake were identified from the aspects of maintaining ecological red line, promoting water quality, total amount control, improving the present pollution treatment facilities, preventing environmental pollution risk, strengthening ecological function, and elevating the capability of supervision and management.
