摘要 干部人事制度法治化,既是党的制度改革的重要内容,又是党依法执政的重要举措。党所面临的外部形势和内在法治的功能要求,以及执政实践中存在的问题,使干部人事制度法制化改革成为必然。必须弘扬法治精神,建构和完善法制体系,依法从严选拔任用干部,考核评价与管理监督干部,注重保障干部合法的权益。我们深刻认识法制化改革基本前提,是以政治现实为基础,将党组织领导和把关贯穿始终,坚定不移推进干部人事制度法治化建设。 The legalization of official personnel system is of significance to the system reform in the Communist Party and a major measure for the Party to govern by law. It is the situation the Party faces, the requirement of legal function, and the problems existing in governing practice that make the reform of the legalization of official personnel system inevitable. We must advocate the spirit of the rule by law, con-struct a sound legal system, appoint, assess and supervise officials according to law, and attach importance to guaranteeing the legitimate rights and interests of officials. The reform of legalization is based on politi-cal reality, and promoting the legalization of official personnel system must be led and guided by the Party.
