平衡论视角下我国环境治理的路径选择

Path Selection for Chinese Environmental Governance in the View of Balance Theory

环境治理是生态文明建设的主要组成部分。环境治理有不同的治理模式,结合我国实际,应以平衡论思想为基础,构建"政府规制与公众参与"的治理模式,把握行政权与公民权的制约与平衡,破解环境治理理念、制度、技术、执行等困境,着重提升政府环境治理的能力,扩大公众环保参与的基础,构建良好的行政与监督相结合的行政组织治理模式。

Environmental governance is one important part of ecological civilization construction. There are several different governance modes for environmental governance,and combined with the reality in China,we may take the balance theory as the basis and construct the governance mode of ＂government regulation with public participation＂. We should master the restriction and balance between the administrative powers and citizenship,solve the difficulties in environmental governance ideal,system,technology,and practice etc,make efforts to improve the capability of the government in environmental governance,enlarge the basis for the public to take part in environmental protection,and construct the governance mode of administrative organization which combines well administration and surveillance.
