摘要
深港地区分属两种社会制度、两种法律体系,军民一体化交通运输动员体系尚未构建。为实现军民一体、深港一体,保持和提升深港地区的战略安全与发展优势,在深入研究深港地区交通运输动员存在问题的基础上,从指挥体系、运行机制、激励措施等方面入手,提出深港地区军民一体化交通运输动员体系构建的对策与建议。
Shenzhen and Hong Kong belong to two different social systems and legal systems, and civil-military integration transport mobilization system hasnt been constructed in there. To realize civil-military integration and integration between Shenzhen and Hong Kong and promote strategic security and development advantages in Shenzhen and Hong Kong, after studying the transport mobilization problems in Shenzhen and Hong Kong, the paper proposes some countermeasures on construeting civil-military integration transport mobilization system from commanding system, operating mechanism and incentive measures.
