Problems and Resolution of Explosives Transport with Waterway

为提高我军爆炸品水路运输工作的安全性和效率,通过分析我军爆炸品水路运输现状,指出其存在的运输分级与民用不一致、集装运输未广泛开展、船舶运力趋于紧张、未建立保险机制等问题,并结合我军实际,提出统一组级划分标准、推进使用集装箱运输、探索贯彻国防要求途径、建立民船军用保障机制等对策。

To improve the security and efficiency of explosives transport with waterway in our army, by analyzing the current situation of explosives transport, the paper points out some problems, such as inconsistent transportation classification between military and civil, shortage of container transportation; insufficiency of ship carriage and inadequate insurance mechanism. It also puts forward following countermeasures according to the reality of our army ： unifying group classification standard, promoting container transportation, exploring approach to implementing national defense requirements, and con- structing support mechanism of civil ship for military use.
