党内问责制:历史、构成及其发展

党内问责制是全面从严治党的重要制度安排。经过三十多年的历史演进,《中国共产党问责条例》的出台标志着党内问责制走向成熟,形成了以问责主体、对象、内容、范围、方式、程序为基本要素的完整制度架构。基于对党内问责制构成要素的分析可知,虽然党内问责制已经形成了完整的制度体系,但依然存在一定的问题,要将党内问责制付诸实施,仍需要进一步完善党内问责制的配套措施和辅助制度,同时处理好党内问责与行政问责、纪律处分、党内监督的关系。推进全面从严治党要以党内问责为抓手,倒逼责任落实、唤醒责任意识、激发责任担当。

Inner-party accountability system is an important institutional arrangement to comprehensively strengthen party discipline. After more than 30 years of historical evolution, the introduction of ＂The CPC Accountability Regulations＂ marked the maturity of inner-party accountability, and formed a complete institutional framework which based on accountability subjects, objects, contents, extents, methods and procedures. Based on the analysis of the composition of inner-party accountability, we can see that although inner-party accountability has formed a complete institutional system, there are still some problems. It is necessary to further implement the supporting measures and auxiliary system of inner-party accountability system putting it into practice, while handled well the relationship between inner-party accountability and administrative accountability, disciplinary action, inner-party supervision. To promote comprehensively strengthen party discipline, it should also take inner-party accountability as starting point, so as to forcing the implement of responsibility, awakening the sense of responsibility and stimulating the assuring of responsibility.
