摘要 针对我国初始水权分配的研究多处于一次分配,少有对其进行优化后二次分配的现状,将多目标优化原理引入初始水权分配中进行分配方案的优化研究。以承德市为例,先采用层次分析法在一定原则的指导下对该地区的水权进行一次分配;再在社会效益、经济效益及生态效益目标的指导下对水权的一次分配方案进行优化,从而获得优化后的初始水权分配方案。采用科学的方法将优化后初始水权的分配方案与优化前进行对比分析,结果表明优化后的分配方案较优化前在社会效益、经济效益及生态效益方面有较大提升,这为承德市未来用水提供了定量指导,并激励各用水主体自主节水。 Research on the allocation of initial water rights is mostly in the primary allocation and the secondary allo- cation is not carried out. The multi-objective optimization principle is introduced into the initial allocation of water rights. Taking the city of Chengde as an example, the analytic hierarchy process (APH) is firstly adopted to allocate initial water rights of this region. And then considering the social benefits, economic benefits and ecological benefits, the primary scheme of water rights allocation is optimized. Compared with optimization scheme, the results show that the optimized scheme has large improvement in terms of social benefits, economic benefits and ecological benefits. Thus, it provides a quantitative guidance for water use in Chengde City in the future and motivates the user to save water consumption.
