农家书屋政策执行:困境分析与破解之道

Implementation of Village Library Policy :Dilemma and Solution

农家书屋工程作为乡村公共文化体系建设的重要内容,对保障农民的基本文化权利和推动农村文化建设具有积极作用。已有研究和实地调研表明,农家书屋政策执行仍然面临难以更好地落地的困境。文章分析农家书屋政策执行的困境,提出破解之道:坚持需求导向,建构政策参与的民主模式;以制度创新为手段,优化政策执行的体制结构;以文化自觉为方向,实现农家书屋的现代转型。

Village Library Project,as an important part of the construction of rural public cultural system,plays a positive role in safeguarding farmers＇ basic culture right and promoting the construction of rural culture. Existing researches and field surveys indicate that the implementation of village library policy is still facing many difficulties. This paper analyzes the plight of the policy implementation and then proposes the following suggestions：sticking to demand-oriented principle and constructing the ＂democracy model＂of policy participation,optimizing the institutional structure of policy implementation by means of system innovation and realizing the modern transformation of village library based on cultural consciousness.
