Internet Governance in Northwestern China: Proposition, Theory and Practice

在实现国家治理现代化以及实施"一带一路"战略部署的进程中,西北样本以及西北模式具有重要的研究价值。在西北治理研究中,西北地区的互联网治理尚属有待进一步深入的领域。文章分析了互联网治理中西北样本的意义与界定,进而从互联网治理视角下的局部经验和西北治理框架下的互联网治理两方面阐述西北地区互联网治理的理论基础和框架,在此基础之上分析西北地区互联网治理的目标和主要内容,旨在丰富西北治理研究的内涵,推动产生互联网治理的西北经验。

In the process of modernization of national governance and implementation of the Belt and Road Initiative,northwest sample,and northwest model are of great theoretical value and practical significance. In the current research on northwest governance,northwestern internet governance remains to be further explored. This paper analyzes the meaning and definition of internet governance in Northwestern China through samples, and explains its theoretical basis and structure from the viewpoints of local experience of internet governance and internet governance under the northwest governance frame. On that basis,the paper analyzes the objectives and main contents of the Internet governance in northwestern China, in order to enrich the research of northwest governance,and promote the experiences and practices of the internet governance in northwest region of China.
