农村校车发展困境及对策研究

当前，我国很多农村地区儿童上下学交通存在较大的困难和安全隐患，引起社会各界的广泛关注。2012年，国务院颁布实施了《校车安全管理条例》，相关行业系列技术标准随之制定出台，旨在推进和规范校车发展，这在一定程度上为破解儿童上下学交通出行难题奠定了基础。但时过4载，从实际情况来看，仍有很多问题亟待解决。本文通过在部分地区开展实地调研，分析了当前部分农村儿童上下学交通和安全现状，剖析了制约农村校车发展的因素，提出推进农村地区校车发展的思路和对策。

At present, there are many transport problems and traffic safety risks on the way to and from schools for Chinese children in rural areas, it has aroused extensive attention in China. In order to promote and standardize the development of the school bus, the State Council promulgated the ＂School Bus Safety Management Regulations＂ in 2012, related departments soon released a series of relevant technical standards to promote and standardize the development of the school bus, all of which have laid the foundation for solving the to and from school transport problem of children in rural areas, but there are still many problems existed. This paper analyzed the current transport and traffic safety situations of children in rural areas, and the factors restricting the development of the school bus in rural areas, then, put forward some ideas and countermeasures for the facilitation of the development of the school bus in rural areas.
