The Construction and Extract Study of Factors of Green Growth Policies in China

绿色增长政策能够有效解决环境污染与经济发展的矛盾问题,确定绿色增长政策影响因素能够帮助政策制定者适时有效的制定政策。研究应用扎根理论研究方法提取绿色增长政策影响因素并对其相关关系进行模型建构,为政策制定者提供理论借鉴。研究识别出影响因素的3个核心范畴,政策环境、政策属性和利益相关者的博弈,3个范畴下共识别出9个核心影响因素,分别是政策环境范畴下的国际经验与压力、综合国力、环境容量和价值观念;政策属性范畴下的政策的战略高度、政策评估效果和政策经验;利益相关者的博弈范畴下的政策制定者的认知和目标群体的诉求。

Green growth policies can effectively solve the problem of the contradiction between environmental pollution and economic development. Recognition of the factors influencing the green growth policies can help policy makers formulate effective policies timely and effectively. This study applied grounded theory to extract influencing factors of green growth policies and construct the model of their correlation, providing the theoretical reference for policy makers. This study identified the three core categories of these influencing factors. They were policy environment, policy attributes and the game of stakeholders respectively. There were nine core factors in these three categories. The category of policy environment consisted of international experience and pressure, the comprehensive national strength, the environment capacity and values. Policy attributes consisted of strategic height, the effect of policy evaluation and policy experience. Game of stakeholders consisted of policy makers＇ cognition and the aspirations of the target group.
