长期以来,广大农村大大小小的合同签订、项目竞标,因涉及全村绝大多数人的利益而成为焦点、热点,进而成为引发农村社会不稳定的重要因素。平阴县从加强村干部管理、规范农村“小微权力”运行入手,创造性地提出并构建起“146”村级治理体系,将推进基层协商民主、规范农村基层权力用制度的形式固定下来,扎实推进农村法治建设,全县8个镇（街道）实现了村级事务运行平台建设全覆盖,

Pingyin county has initiated the '146' system of governance at the village level with the emphasis on management of village cadres and regulation of 'small and micro powers',consolidating deliberative democracy at grassroots level and standardizing local power of the villages with mechanism,energizing construction of the rule of law in the countryside.8 towns(subdistricts) established the operation platforms of village affairs,359 communities realized the overall implementation of contract supervision and project bidding.
