摘要
养老金指数化调整机制是影响公共养老金制度财务可持续性和代际分配正义的重要因素。在成熟的现收现付养老金制度改革中,改变养老金指数化调整方式愈发成为重点。OECD国家公共养老金调整机制经历了建立、发展、挫折发展和改革新发展的历程,重点分析为应对人口老龄化引入自动调整机制的不同类型和作用机理,在此基础上对养老金调整机制的发展特征进行总结,从而有助于为我国建立正常的养老金调整机制提供参考。
Pension indexation mechanism has great influences on the financial sustainability and intergeneration justice of the system. In the reform process of mature pay - as - you - go pension system, the reform of the pension indexation methods is becoming more and more important. The article has divided the pension adjustment development into four stages, including the establishment stage, the rapid development stage, the stagnation stage and the new improvement stage. Based on this, it analyzes the different types and the function of automatic adjustment mechanism, and then summarizes the development characteristics of pension adjustment mechanism, which help to provide some reference for Chinese pension adjustment mechanism.
