摘要
在大力推进高校学院制改革与管理重心下移的背景下,大学内设学院治理成为当前大学治理体系与治理能力现代化建设的关键问题。密歇根大学学校治理体现着"重心在下,以院为主"的特点。而在内设学院层面,形成了由治理团体、执行委员会与行政官团队构成的行政管理系统,连同一个庞大的委员会系统,共同构成了组织严密且层次清晰的学院治理结构,体现着权力的有效分工与相互制衡的统一,体现着学术权力的优势及其与行政权力有效衔接的鲜明特色。
In the background of pushing ahead the reform of the colleges system and the moving down of management center,inner college governance has been a key issue of the current governance system and governance ability modernization. Governance model of University of Michigan embodies the characteristics of"gravity lowered and college- based". Based on this,the administrative system governed by the Governance body,Executive Committee and the Executive Officers,together with a large committee system,constitutes a clear and organized college- leveled governance structure. It embodies distinctive features of combination between division and cooperation of power,and the academic and administrative benefits.
