Economic Globalization and Full Imp lementation of Reform of State-Owned Enterprises

在加入WTO的大背景下,国企改革的三大基本层面如仍未能尽早彻底到位,将很难面对经济全球化浪潮的挑战而贻失机遇。产权明晰彻底到位,才能根除“无主资产”或“内部人控制”现象;政企分开彻底到位,企业经营者才能集中主要精力经营“市场”而非经营“领导”;社会保障体系到位,企业办社会的历史包袱才能真正丢掉而轻装上阵。

Economic globalization and Chinas WTO entry have presented both opportunities and challenges to Chinas state-owned enterprises.In order t o seize opportunities and successfu lly cope with the challenges,the sta te-owned enterprises need to deepen their reform.Particu larly,they should ensure full imple mentation of three essential parts i n reform of state-owned enterprises:clear dis tinction of property rights,separa ting the functions of the government from those of enter-prises,and the social security system.This will speed up the establishm ent of a modern corporate system.
