地方国库现金管理与地方政府债务管理协调配合研究

A Study on the Coordination Between Local Treasury Cash Management and Local Government Debt Management

地方国库现金管理与地方政府债务管理存在必然联系。本文对地方国库现金管理和地方政府债务管理的协调配合关系进行了深入分析、研究。在界定明确相关概念基础上,系统梳理总结了我国地方国库现金管理和地方政府债务管理协调配合的现状、问题及原因。通过定性分析和定量分析相结合的方法,对实现地方国库现金管理和地方政府债务管理协调配合的短期、中长期可行路径进行了新的设计,并提出了相关配套措施。

There exists inherent relationship between local treasury cash management and local government debt management. This paper analyses and studies this inherent relationship. Based on the definition of some key concepts, the paper summarizes the current status, issues and relevant reasons of this relationship between local treasury cash management and local government debt management. Through the combined method of qualitative and quantitative analysis, the paper designs short, medium and long term feasible paths to improve the performance of this inherent relationship. This paper also proposes relevant advices.
