浅谈变电运维标准化管理——以张掖变电运维班标准化管理实践为例

实施变电运维标准化,可大幅度提升运维工作效率,是提供构架资源节约型企业的有力保障。张掖变电运维班通过对运维工作与标准化的合理契合,进行了管理创新和最佳整合,从标准制定、优化流程、过程控制、规范行为,实行全过程标准化管理。实施变电站安全设施标准化、倒闸操作标准化、设备巡视标准化、设备验收标准化等一系列具体工作,使运维班安全生产管理工作不断规范、工作效率不断提高、安全生产基础不断得到夯实。有效发现和消除电力生产中管理方面、人员方面、设备方面存在的薄弱环节及设备缺陷,做到防患于未然,并针对运维站安全管理过程中面临的难点和当前存在的问题,在现有的管理模式下,提出对策和持续改进建议。

The implementation of substation operation and maintenance standardization can greatly improve the efficiency of operation and maintenance, and it provides a strong guarantee for constructing resource-saving enterprises. The operation and maintenance class of Zhangye Substation combines the operation and maintenance with the standardization to carry out the innovation management and the best integration. The whole-process standardized management is implemented from standard formulation, process optimization, process control and behavior standardization. The substation safety facilities standardization, switch operation standardization, equipment inspection standardization, equipment acceptance standardization and other specific work are implemented to ensure the safety management of operation and maintenance team, improve the work efficiency and strengthen the basis of production safety. The weak links of management,personnel and equipment and the equipment defection in the power production are effectively detected and eliminated to take the preventive measures. In view of the difficulties and problems existing in the safety management of operation and maintenance station, this paper puts forward some countermeasures and suggestions for improvement.
