With the increasingly accelerated urbanization and industrialization process, and constantly pluralistic and open social transformation, promoting poverty alleviation and development to completely out of poverty has become increasingly urgent, it has also become a fundamental measure to build a moderately prosperous society in Guizhou. As a social public governance project, it should rely on both policy and market to promote poverty alleviation and development. It must combine the basic function of market mechanism and the macro control function of the policy mechanism, to achieve ＂good governance＂ of social public governance.
