推动江苏"十三五"文化繁荣发展,要夯实基础,抓好文化精品创作工程;积极推进"四大体系"建设;联系实际,问题导向,精准发力,突破文化发展瓶颈。广泛推进基层综合性文化服务中心建设,要打破条块分割,坚持集成利用;建立管理机构,落实责任到位;以群众需求为导向,打造文明阵地;从省到乡建立健全协调机制,做好经费保障。

To promote the “13th Five-Year” cultural prosperity and development of Jiangsu,we should lay a solid foundation,focus the creation of fine cultural project; promote the construction of “four systems”; contact the practice, be problem-oriented and focus to break the bottleneck of cultural development. To widely promote the construction of grassroots comprehensive cultural service center, we should break the compartmentalization, adhere to the integrated utilization; establish the management mechanism, realize the implementation of responsibility; focus on the people’s needs, build civilized positions; establish and improve the coordination mechanism from the province to the township, and ensure funds guarantee.
