西部地区资源开发“资源诅咒”效应传导机制与测度

The Transmission Mechanism and Measure of “Resource Curse” Effect in Western Region's Resource Exploitation

西部地区自然资源丰富,但资源优势并没有转化为经济优势,加快西部地区资源优势转换,对促进东西部区域协调发展具有重要意义。采用由10个截面单位和14年的时间序列资料组成的面板数据,运用回归分析模型,对我国西部地区省级层面的资源诅咒程度及传导机制进行分析和论证。结果表明,西部省际层面资源开发利用中确实存在"资源诅咒",资源开发利用对科研投入、人力资本投入和环保投入等促进经济发展因素产生"挤出效应",西部地区要想走出"资源的诅咒",减小"挤出效应",需要改革与完善资源产权制度,调整资源开发中各主体之间的利益分配关系,提高资源地居民参与当地资源开发的程度,强化西部少数民族地区的资源配置权。

The western region abounds in natural resources, but its resources superiority has not been translated into economic advantages yet. It is of great significance for promoting the coordinated development between the western and eastern regions to accelerate the transform of western region＇s resources superiority. In order to analyze and demonstrate the resource curse＇s extent and the transmission mechanism of the provincial level of western regions, we take a panel data which contains ten cross-sectional units and time series and date for fourteen years and apply the regression analysis model. The result indicates that it really exists a ＂resources curse＂ in process of resources exploitation and utilization in western regions. The elements including scientific research input, human capital input and environmental protection input occurring in resources exploitation and utilization generates crowding out effect. If the western region wants to walk out of the ＂Resource Curse＂ and decreases the ＂Crowding Out Effect＂, it needs to reform and complete resource property regulations, adjust the relation of various benefit subjects, increase the level of involvement of resource region, persuade residents to join in local resource exploitation, reinforce the resource allocation right of minority areas in western China.
