生态文明建设的空间二重性与体制改革——以北京为例

Research on Dual Space and System Reform of the Construction of Ecological Civilization: Taking Beijing as An Example

北京生态文明建设与国家生态文明建设具有共同的空间二重性特征。结合北京经济社会发展的过程和空间结构,生态文明建设存在经济快速增长与生态环境保护、中央政府与地方政府、区域之间利益共享与损失补偿、跨区域生态环境建设等多重矛盾,表现出环境管理、经济、社会、文化等层面的体制机制障碍。结合北京生态文明建设实际,加快生态文明体制改革应加强经济体制创新,建立生态产业体系,加强环境管理体制创新,提高环保执法力度,加强社会体制创新,积极培育生态环保组织,加强文化体制创新,形成重视生态环保的文化氛围。

The construction of Beijing ecological civilization and the construction of the national ecological civilization have dual space characteristics in common. According to Beijing＇s economic and social development process and spatial structure, the construction of the ecological civilization has multiple contradictions, such as the rapid economic growth and ecological environment protection, the central government and local government, and the compensation of loss sharing between regional interests, the cross regional ecological construction and other contradictions, and reflects the environmental management, economic, social, cultural and other aspects of the institutional barriers. According to the actual situation of the construction of ecological civilization of Beijing, to speed up the reform of ecological civilization system, we should strengthen the innovation of economic system and establish the ecological industry system, and strengthen the environmental management system innovation, to improve the environmental protection law enforcement, and strengthen the innovation of social system, and actively cultivate the ecological environmental protection organization, and strengthen the innovation of cultural system and form the cultural atmosphere of the ecological environment protection.
