我国生态文明建设中空间规划体系构建的几点建议

Suggestions for Spatial Planning System Building in Chinese Ecological Civilization

空间规划体系是生态文明建设的重要组成部分。空间规划是特定地区空间发展的指南,是各类开发建设活动的基本依据。我国现有空间规划体系由于行政体制分割和各部门的权益争夺,在一定程度上忽视了资源环境承载力,使生态环境保护承受了巨大的压力。文章在生态文明体制改革的框架下,分析了我国现有空间规划体系存在问题,剖析了内在、外在、根本及现实四方面原因,进而提出确定限制性增长空间、明确各部门职责、统一空间技术标准、建立协调机制以及配套高效行政审批五个具体建议,为生态文明体制改革中空间规划体系的构建提供参考。

Spatial planning system is one of the most important part of ecological civilization. Spatial plan should be the guidance of spatial development for a specific place and the basic discipline which all kinds of construction work should be based on. Because of the separation of different administrative department and their varied values, the environmental capability always is ignored and big pressure often be placed on the ecological and environmental protection. Based on the framework of ecological civilization, this article analyzed the problems of current spatial planning system and found four causes either from interior and exterior. Finally, five suggestions were proposed including confined growth boundary, clearly defined duty of different department, unified technical standard, mechanism for conflict coordination and efficient administrative approval procedure.
