核安全监管有效性评价指标研究

Research on Evaluating Indicators of Nuclear Safety Regulatory Effectiveness

在我国核电发展的新形势下,持续加强监管的有效性十分必要。本文介绍了核安全监管有效性的基本概念,研究了IAEA和OECD所建立的核安全监管有效性评价指标体系,并进行了对比分析,提出了有助于加强我国核安全监管有效性的建议:继续完善核安全监管的法律法规和标准体系;加强监管能力建设;建立并实施有效的内部管理体系和内部质量保证体系;推动监管对象维持良好的安全业绩;力Ⅱ强与公众的沟通和互动。

In the new situation of China＇s nuclear power development,it is necessary to continuously enhance the regulatory effectiveness.The basic concept of nuclear safety regulatory effectiveness was introduced,the evaluation indicators systems of regulatory effectiveness of IAEA and OECD were researched and comparatively studied,the suggestions contributing to enhance nuclear safety regulatory effectiveness of China were proposed.These suggestions included：continuing to develop the system of laws,regulations and standards;enhancing the regulatory capacity building;establishing and implementing effective internal management and quality assurance system;promoting the licensees to maintain a good safety performance;and strengthening communication and interaction with the public.
